Tempted to install on a partition instead of USB stick. Does this update bring something completely new to the table? They seem to be making a pretty big deal about it :)

not anything vital. slightly better Unity implementation (so if you use Unity its probably worth it - I still use Gnome), a prettier customize-able login screen, usual bug fixes, gnome3 support, etc. Nothing revolutionary however. One thing I have learned about Ubuntu releases is to wait 2 weeks after release because there are bound to be a few driver and stability issues.

Yes it does, you can try Lubuntu which is a better alternative.
